'Our role is integral to football's future' - football oversight chief David Kogan

The Championship club's current difficulties constitute a "major concern" and the independent regulator is looking to gain the ability to look into club affairs in comparable cases, its new chair the official has stated.

In a wide-ranging interview, Kogan, who was appointed on Monday, showed understanding towards the club's followers.

The regulator engaged with four supporter groups representing the Championship side in recent days.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on several different times, including in last month.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," Kogan told.

"The club represents one of the historic institutions for English football and recently we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will enable us to take the club and similar situations referred to us if they require examination and acted upon."

Monetary Issues and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in spring months resulted in restrictions being imposed by the football authorities in mid-year, blocking the team from conducting any recruitment activities for the subsequent signing windows, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

Kogan said: "The position was created for the Owls followers, teams facing challenges where supporters are loyal to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I completely understand the club's situation, as I do for each organization that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the followers."

When asked if the oversight body could require an owner to sell a club if they are judged inappropriate, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be viewed as the ultimate measure and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an specific team, an specific proprietor, without being able to work with that proprietor to address the problems affecting the organization and the chairman's encountering," the chairman stated.

"In actuality, when you examine the past of football, over the recent generations there have been some owners, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the long-term prospects."

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the remarkable development accomplished could disappear swiftly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we must maintain momentum.

"Substantial financial resources entering the sport and has been channeled for the past two decades, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the success and growth as an commercial operation of the Premier League.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But simultaneously, if you talk to the Premier League after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been telling us in private they have a high level of reassurance."

The chairman donated money to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the government leader.
